June Market Overview: Market Remained Stable, While Pärnu Set a Record
The market remained at a relatively average level in June and declined slightly year-on-year. Pärnu stood out from the other cities, recording its highest sales volume in a year and a half.

A total of 1 774 apartments were sold across Estonia in June, representing a 5.3% decrease compared with the same period last year. In the context of 2026 as a whole, June was an average month, although market activity remained higher than at the beginning of the year. The market continues to be characterised by a cautious, wait-and-see approach, which has resulted in longer decision-making processes and slower transaction volumes. At the same time, banks are reporting an upward trend in home loan applications, which may contribute to renewed market activity during the traditionally busier autumn season.
Estonian Apartment Market
TALLINN
A total of 698 apartments were sold in Tallinn in June, with the median transaction price reaching 3 015 € per square metre. In June 2025, 766 apartments were sold at a median price of 3 078 € per square metre. This means that the number of transactions decreased by 8.9% year-on-year, while the median price per square metre declined by 2%. In terms of transaction activity, June remained broadly in line with the average level recorded so far this year.
TARTU
Tartu’s apartment market also remained at a relatively average level of activity in June compared with the other months of 2026. A total of 128 apartments were sold, with the median transaction price reaching 2 422 € per square metre. In June 2025, 170 apartments were sold at a median price of 2 434 € per square metre. As a result, transaction volumes declined by 24.7% year-on-year, while the median price level decreased by 0.5%. The notable reduction in transaction activity was primarily driven by the new-build apartment segment, which was considerably more active during the same period last year.
PÄRNU
Pärnu recorded its most active apartment market both this year and over the past 18 months. The increase in transactions was driven primarily by the secondary market, while the number of new-build apartment sales remained almost unchanged year-on-year. A total of 93 apartments changed ownership in June, with the median transaction price reaching 2 262 € per square metre. In June 2025, 61 apartments were sold at a median price of 2 492 € per square metre. The number of transactions therefore increased by 52.5% year-on-year, while the median transaction price declined by 9.2%. The decrease in the median price was largely due to the lower proportion of new-build apartments within the overall transaction volume.
NARVA
A total of 60 apartments were sold in Narva in June, with the median transaction price reaching 443 € per square metre. During the same period in 2025, 59 apartments changed ownership at a median price of 454 € per square metre. Transaction volumes therefore increased by 1.7% year-on-year, while the median price level declined by 2.4%. Looking at the broader picture, Narva’s apartment market continues to remain relatively stable.
